Most commentators believe this Surah is from Makkah, but some traditions, mentioned by Abdullah bin Abbas, Ikrimah, and Qatadah, suggest it was revealed in Madinah.
This Surah is unique because it directly speaks to both humans and Jinn, another creation on Earth with free will. It reminds them of God's power, blessings, and their accountability to Him. It warns of the consequences of disobedience and highlights the benefits of obedience. The Qur’ān mentions in other places that Jinn, like humans, have free will, are accountable for their actions, and can believe or disbelieve. Some Jinn believe in prophets and divine books. This Surah emphasises that the Prophet's message and the Qur’ān are for both humans and Jinn, not just one group. While it starts by addressing humans because they are God's vicegerents on Earth and the recipients of divine messages, it later includes both humans and Jinn in its invitation.
